is my host. Very good and cheap. I paid like 100$ for 2 years. Highly recommended. You also get shell access to your account which is handy. Dunno about that php upload limit? How can I test it?
edit: I checked the docs and it seems like I can create my own php.ini = set my own filesize limit. I could host it but I would not administrate it in any way (except for backups).
