The CFL will be run based on the rules and regulations found below. No deviancies will be acceptable. Only upon petition and league-wide vote or by league administration may rules be amended, changed or removed.

League Infrastructure

Blue Division

The Blue division is the large games division of the league. Matches may fall anywhere between the limits of 10 versus 10 and 12 versus 12.

There will be 2 inner-divisions of the Blue division. These shall be known as the Atlantic section and the Pacific section. If needed, the league council can establish a Central section.

Red Division

The Red division is the small games division of the league. Matches in this division will be 5 versus 5 and 8 versus 8.

There will be 2 inner-divisions of the Red division. These shall be known as the 5v5 section and the 8v8 section.

Yellow Division

The Yellow division is the 1 versus 1 division of the league.

There will be 3 inner-divisions of the Yellow division. They are as follows: Sniper section, Soldier section, and the Demoman section. If large amounts of requests are made, a section for another class can be established.

Sectional Rules

League-wide rules (Note: Most of these apply to the blue and red divisions only.)

CFL’s policy on cheating:

Cheating Defined: Cheating is when someone willfully breaks the established rules of an organization in order to win a particular contest.

Cheating will not be tolerated. Anyone that is caught cheating will and must be immediately expelled from CFL. The player’s clan will not be expelled, but will be punished. Punishment and dispensement of punishment will be met on a clan to clan basis as decided by league administration.

Scoring:

Scoring will be based on a win, lose, or tie points system.   For each win, a party will recieve 2 points.  For each tie, a party will recieve 1 point.  For losses, no points are rewarded.

If clans would like to play an overtime round, they may.  But a loss is a loss if overtime is played.  The overtime round will be played as sudden death.  First cap wins the match. No timelimit is set.

Scheduling:

Scheduling will be done based on how many points a clan has.   In an attempt to achieve more variety in scheduling, we will use a scoring range system to schedule matches.  The range will be +/- 5 points.  Anyone within the scoring range is a possible opponent.  If no scoring range applies to a certain clan, they will be scheduled randomly with a clan near their range.

In the blue division, if both sections get big enough, we will not be playing inter-sectionally all the time.  There will be 2 weeks out of the month dedicated to inner-sectional play and another 2 weeks dedicated to inter-sectional play.

Divisional/Sectional Champions:

At first, there will be no divisional/sectional champions, that is, until a clan reaches the 10 point mark.  Once that occurs, that clan and the clan closest, in terms of points, to it will play a match for the divisional/sectional championship.

The league will run on a continuous format, so sectional champions will be decided the same way normal matches will.  The current sectional champion will be scheduled with someone in their scoring range or the closes clan point-wise to them. 

In the blue division, there will be only a divisional champion.   Based on the weekly rotation, the challenger will be chosen.  For the inter-sectional weeks, the section that particular contender will come from will rotate.  If it is inner-sectional week, the contender will be chosen based on the scoring range (both sections considered).

 

Server Matters:

All server matters, pertaining which parties server will be used, are left up to the parties involved. If there is a discrepancy in server issues, they are to be taken up with the party’s Divisional Administrator.  It is default, though, that each clan use their server for one round.

In the event of a server crash, League Officials should be contacted and they will decide how to proceed. If none are available, choices can be made based on these criteria:  1) If less than 15 minutes of the match have elapsed, the entire round will be replayed.  2) If more than 15 minutes of the match have elapsed, the clans may either decide to replay the entire round; or they may decide to keep the score of that round and add on the time remaining before the server crash to the next round.

Each server should use their divisional configuration file for their matches.

Match Matters:

Each match should be played on one of the maps chosen by the league’s Map Council.

There may be no more than 2 spectators per team, unless both parties agree on more.  League officials are allowed to spectate any match in their respective divisions. If their prescence is requested, they may spec other division matches.  If the server is becoming bogged down by spectators, the spectators must either cut their rates down at least 2000, or they must vacate the server.  

All divisional championship matches should be observed by a league official and should be recorded by demo. The best demo will be submitted to the league and will be saved in the Championship Match archive.

Matches must be played at their scheduled time.  However, if the parties involved both have conflicts with their appointed times, they may petition an online League Official. (irc.gamesnet.net #cf) (If you don't have a mirc client click here.  Upon approval, they may move their match back no more than 24 hours.  If both clans agree to a time, and a clan is more than 10 minutes late showing up in the server to play, the match will be ruled forfeit.  Only by petition of league officials prior to a match may the time or date change.

If a match ends in a tie, an individual overtime round will be played.  First cap will win the match.  However, if neither clan has capped at the end of the round, the match will be deemed a tie and both teams will be awarded points.

Blue Division Rules

There will be no ringing allowed. Only members listed on your clan’s roster page may be eligible for match play in CFL.

The size of the match is to be determined by the parties involved. However, the numbers must be matching and must be in the range of 10v10 to 12v12. No less or no more will be acceptable. Should a clan be lacking the correct amount of players, they have the option to play short, if that number is no less than the number agreed minus 2.  If that number is exceeded, the match will be deemed a forfeit.

The use of public message mode is restricted to the representatives and leaders of the clans involved. Overuse of public message mode can result in a penalty. Proof of wrongdoing must be provided for action to be taken. ex: Demo's, Screen Shots, Speed Stats

Fair play is to be stressed. Therefore, no all defense strategies will be allowed at all. If an all-defensive setup is suspected, take a demo from the vantagepoint of one defender and one offensive player and send them to a league official for review. The proven use of an all-defensive setup will result in the loss of the match in question.

This division’s matches will take place each Thursday at 9:00 p.m. EST.

This division will be operated on Team Score only.

Red Division Rules

There will be no ringing allowed. Only members listed on your clan’s roster page may be eligible for match play in CFL.

The use of public message mode is restricted to the Clans representatives and leaders. Overuse of public message mode can result in a penalty. Proof of wrongdoing must be provided for action to be taken.

Fair play is to be stressed. Therefore, no all defense strategies will be allowed at all. If an all-defensive setup is suspected, take a demo from the vantagepoint of one defender and one offensive player and send them to a league official for review. The proven use of an all-defensive setup will result in the loss of the match in question.

This division’s matches will take place each ?? at ?? p.m. EST.

This division will be operated on Team Score only. In other words, caps only. 

This division is open to independent teams. That is, a group of people, coming from separate clans, can ally themselves and form a team that will participate in the league. However, an independent team can only enroll in one section of the division.

In the 8v8 division, if a clan is short by no more than 1 man, they have the option to play the match short.  Otherwise, they will forfeit the match.  

Yellow Division

This division is the one on one division.

A person can enroll his or herself in any division or all, as long as the person can play all their matches for the week.

This division has no set day for matches. Once the schedule is posted, the people involved must find the time to play their match. If you use a public one on one server, the settings it uses will be accepted. If you can arrange a server, however, the timelimit should be set to zero and the fraglimit should be set to 20.

Map Selection

This section of the rules effect only the blue and red divisions.   All yellow division matches must take place on any of the league mandated maps.

Maps will chosen by a map council. This council will be made up of selected clan members, leaders, and divisional administrators.

Maps will be put into the map bank by vote. After maps are chosen, an e-mail will be sent out with the maps names on it. Each clan leader will either vote yes or no on that particular map. Majority rules in the decision.

League Administrators

There will be at least one league administrator for each division. However, if more than one is needed, another person will be appointed as a second administrator.
