This is very annoying. It is caused by either stepping on one or more caltrops or being shot in the leg by a sniper with their sniper rifle. The effect of this is to basically slow you down. The amount you slow down depends on how many caltrops you've stepped on or how badly you were shot. As you are greatly slowed down you suffer a massive disadvantage - if you are escaping with the flag your speed will be greatly decreased making you much more vulnerable - however, if anyone chasing you suffers from this they will have a much harder job catching you. If you suffer this effect from a sniper rifle, you are a much easier target and are likely to be blown away as your health and armor will probably already be pretty low - I suggest you head back to respawn to get a medikit or find a friendly medic.
