You can make maps as long as you have textures

The level editor doesn't even need the pak files.

In addition to a level editor, you will also need the map compilers. These consist of three little programs - qbsp.exe, vis.exe and light.exe.

qbsp turns a map source file (.map) into a .bsp file. The other two take the bsp file and add visibility and lighting info to it.

There is a graphical user interface for compiling here:

      Compiling tools are here

I've never mapped for Quake but I lurk around mappers a lot. :-) This seems to be a pretty great starting point: Getting Started Mapping - Quake Wiki

If you're not already familiar with WorldCraft (or even if you are) you might want to check out TrenchBroom instead.

And other links (some are WorldCraft-centric but also cover a bunch of general concepts):

Ya Pol, you should grab the .map sources for some dm maps and just mess around with them. I never could get into making maps, because I thought it was similar to making models. But once Romero released the map sources i had to give it a shot. I still havent tried trenchbroom, I mainly learned how to use BSPeditor just by playing with it. It is quite fun!

                Hi Pol
If you are looking for a map editor I would suggest you try to avoid Qoole unless you have limitless patience and plenty of hair to pull out. It is extremely easy to use but has this annoying habit of arbitrarily adding wall/floors that you can walk/fall through. It's easy to fix by just redoing that brush but it does test ones patience. Earlier versions also had a habit of randomly taking one of your brushes and extending it to something that would rival the great wall of china.

That apart, it is fun as Rook said. I've got a couple of maps I am dabbling with at the moment which will probably never be released as they are so far below the standard of the recent releases I would be embarassed to put my name to them. However it has been quite enjoyable putting them together.

I hear Quark is a good place to start

                Kind regards

                Monty

Quark is pretty powerful and diverse. It's been around pretty much since the beginning. I also quite like TrenchBoom at the moment! The hotkeys are intuitive and the interface is minimized to the necessities. So it is missing some advanced features. Hopefully it will get more soon. At the moment TrenchBoom does all editing in a 3d window. No 2d grids. Tho I believe that will be added in a later version.

Another new one in alpha that is interesting and is based on the Hammer editor from valve is JackHammer.

From what I gather, Trenchbroom seems to be relatively friendly to newcomers.

I started mapping with Quest which most people seem to have forgotten.

Welcome - Quest - a Quake et al Map Editor

Nowadays I use Netradiant, but people seem to think Radiant is hard to get into.

You can use worldcraft to make maps for any client. Make sure you have the quake adapter installed. To be honest worldcraft is bottom of the barrel at this point. Trenchbroom might be more what you desire.
