Some Servers don't Connect on Quake I

i have got a Problem with my own Quake I Server Connection because some Servers that sound good will not Connect for me can some one please help me

Well, if you are in Australia, you might have an interesting time playing on some of these mostly USA servers. Your ping would be around 200 on most of them.

/Oddly enough, we actually have had several Australians that would regularly play on Shmack despite the above, including Rimmer who plays almost every day

That's because you have pak files for Qrack. Anything in a pak file is prioritized above anything outside it. As a result the new model you are using is NOT used (because there is a model in the pak, but the new texture IS being used (because there is no texture in the pak).
