I'm no Quake expert but it sounds as though the mod/map you are playing is looking for a specific model of the in game enforcer character and basically can't find it. I had a similar problem recently with player.mdl and after following some helpful suggestions by copying it to the appropriate directory it solved the problem. Perhaps try and find the required enforcer.mdl file and place it in your mod directory replicating any appropriate directory structure from whence it came.
I'm sure one of the contributors far more knowledgable than I will set you straight but that technique might be worth a try. Hope this helps

Is it possible that you're only playing shareware quake? The enforcer is only available in the full version. Check your quake directory for an id1 folder. Go in there and see how many pak files you have. Look for pak0.pak and pak1.pak.
you can try to play this map with darkplaces. Though I am not 100% sure. But even if it can run it, there will be some monsters missing in the map, I guess.
Dooomer is correct. Darkplaces will still run the map but all the missing mdl files will be replaced with diamond shaped rainbows. Those enforcer diamond rainbows will probably shoot laser diamond rainbows at you as well I'm 99% sure that you can play those maps via darkplaces. Give it a try and let us know
a quake engine just like proquake. The source code was released by id a long time ago and since then, smarties have been making alterations to the quake engines. The top ones are fitzquake, ezquake, proquake, joequake, qrack, and darkplaces. I may have missed a few.
download this and put it in your quake directory. The same directory your proquake engine is. You don't need the source code folder or the files ending with "linux" (unless you're on linux ).
Depending on your graphics card, darkplaces will either be smooth or choppy. But it will play those maps happy hunting
