Help with Rune Quake

I just got Qrack running, and I love it! However I don't understand rune quake. I have KQP(killer quake pack) And that is all I ever used to play. And I saw someone using a grappling hook similar to the morning star in killer quake. I was wondering how I actually use the rune once I pick one up. For example teleport. In KQP you already had that stuff during gameplay. Thanks and advance.
