I dug this old tool up yesterday for Jack[RuM] and added it to the file archives.
If you need this tool, you are almost certainly not using a decent Quake client. ProQuake has the -gamma parameter (c:\quake\glpro -gamma 0.5) and FitzQuake has a brightness sliderbar.
DarkPlaces, of course, has the ability to adjust brightness and so do both JoeQuake and QRack.
Everyone that plays regular Quake is pretty much using one of those clients, if you are using winquake.exe or glquake.exe then you do need to upgrade and every one of those 5 clients is in the Files section here at this site.
Anyway, if for some reason you aren't using a client with those controls or want this for some reason, here is a tool I tried to find last year searching every which way all over the internet to no avail. It is a rare find, and to the best of my knowledge is only available at this site.
IDGamma95 - The *Windows* version of IDGamma

You shouldn't need this, but it is basically a Quake collector's item.
