Sounds like an OEM or Microsoft-provided driver that doesn't have OpenGL support - yes, it should be easy enough to replace with an AMD one.
It's also worth trying the D3D9 renderer in DarkPlaces - this is still as far as I'm aware in experimental status, but should be OK for testing and confirming. You can set vid_dx9 1 at the console and then issue a vid_restart to enable it.IT LIVES! http://directq.blogspot.com/

With the DP D3D9 build? Quite sure it does - there are HLSL shaders provided in it but I haven't looked at them in any great detail. You won't be able to use content mods with it though as it's a different shading language, different compiler, etc.IT LIVES! http://directq.blogspot.com/

Yayyyy, okay guys looks like I got it to work. Thank you very much you guys are gods. My dad can now play quake happily and frag monsters to his hearts delight.
I did get darkplaces to work, and the drivers seemed to be the problem. When my dad bought this used computer it had the windows 7 drivers and the guy never gave him a disk for the vid card, so i downloaded the catalyst drivers and it draws like a pencil. Got the words to center, and there is no lag.
So again, thank you very much you guys rock. case closed
