levels.cfg is only required for version 1.70.

In the meantime, for the MOTD, you can use a hex editor (i suggest UltraEdit)
and literally type over '������� �� ���������������',(hex offset: bbh ASCII: line 6 col 1) but DO NOT exceed the size of that string or else you will corrupt the mod
