Is it normal for a warp vote to fail if there's only one person connected? I swear it worked a couple days ago...

I found you have to join a team for the vote to count, although you can initialize it while not joined. I don't know if it's big enough a problem to bother with, then. -
should work if you are the only person connected.
If in fact you happen to connect right after someone (or you) lagged out, it might think there is another client connected. But I just jumped on port 26002 and typed warp e1m2 and it passed.
