Windows XP mouse fix

So, for awhile now I've been thinking my mouse is weird, or I just cant commit to a sensitivity setting etc.. this has been going on for awhile, even though I've tried numerous settings, different mouse, registry fix etc..

then I stumbled on this file

which fixes a bug in a library file not the registry that seems to do the trick!

then it works fine!
