That's a ProQuake feature (added to Qrack) that makes the camera look all nice and smooth.
I never knew about the feature until last summer when Polarite noticed how jerky the camera looked on some servers compared to how nice and smooth the camera was at CRMOD.com (and I noticed after the mods were fixed that JoeQuake and DarkPlaces don't have the feature).
To my knowledge, I don't think that command has much value to an end-user and has more value for someone working a server-side mod (CRMod, CAx, RuneQuake, CTF, etc.)

in case it isn't clear.. this has only effect while eyecamming (cr-mod) or riding (runequake / CA mod) someone online.. as far as i know the smoothing of the cam is standard in CR-mod 6.4.. the command "smooth" had to be typed in console in older versions of CR-mod to smooth the cam.
