nehahra-engine bug??

It doesn't look normal, there must be something special with your setup.
Have you tried with a clean start without config files or cmd line options?
Does it occur in all maps with water, e.g. the original id1 ones?
Have you tried with other clients, e.g. the original GLQuake 0.97 or Nehahra 2.55/2.67?
What are your system specs (especially gfx card)?

It looks like that only with nehahra.exe and nehwarp.exe and Nehahra 2.55/2.67
underwaterview looks normal in every other engine including DPnehahra, Joequake, glquake 0.97, Qrack, Tremor, qw-engines...
My gfx card is an old intel onboard-card, but I never had any problems with games like quakeI-III HexenII...

What happens if you add -nomtexarb or -nomtex on the cmd line? This disables multi-texture in the engine.
What happens if you add gl_max_size 512 to your autoexec.cfg file? You can also try lower values; 256 or 128.
I've heard stories about Intel on-board gfx cards/drivers being flaky, but I haven't seen anything myself.
There's also setting cvar r_nowaterripple 1 to permanently disable waterripple.

I don't understand, did you have the -nomtex option normally? That seems very unusual. Also, multi-texture is supposed to make rendering faster, not slower. There must be something strange with your h/w or drivers.
If you can't get NehQuake to run properly, you'll have to settle for another client (GL or Win), whichever works best for you. If you're trying to run the Warp Spasm pack, there are three engines to choose from (all work).
For other maps/mods, try other engines (e.g. DP, JoeQuake, Fitz etc) and see if they work better on your rig. There are plenty to choose from.

When running with the -nomtex option I get the same behaviour here. It definitely looks like a bug in the original NehQuake code. I think I've fixed it now, please check with this test version: http://user.tninet.se/~xir870k/nehquaketest.7z
