try using 'r_texture_dds_load 1'
you need to turn it on when using pretty water cuz it uses dds textures
and about r_glsl cvars doing nothing:
did you also install QRPs normalmap add-on pk3?
cuz if you dont have the additional normal maps installed turning on offsetmapping wont do a thing
if you already used 'r_glsl_offsetmapping 1'
try using 'r_glsl_offsetmapping_scale 0.05' if you didnt use that command yet
oh, and if that still doesnt work, try using another darkplaces build. i know that in some builds offsetmapping is disabled.

Remember, that bluntz used an "insane" offset-scale value of "0.2" to achieve the visual in his screens here
