It could be entirely possible that guy may have been the first, but back in that era making claims was common and proving things was real difficult without being able to demonstrate something on the spot. Looking at Wikipedia, it looks like it took years before even the US government believed the Wright brothers flew.

It was an age of scam artists and people filing patents for perpetual motion machines, health elixirs and such.

(We take for granted today that scamming isn't as extremely rampant as back then ...)
