rar stands for RetARded Unix systems (as far as I know) can't open them.
tar isn't compression, it's just used to group a bunch of items. I think you mean tar.gz.
7z = best compression out there. Plus it's open source and ,regardless to what Baker says, I think it has the best GUI on windows. It's clean and simple.

EXE - Ummmmm welcome to windows? Your quake runs off an exe ;o
Most things come in EXE and 7-Zip mostly for the following reason:
1. About 35% of players don't know where stuff goes. I don't feel like answering "where do maps go?" or helping people that screw it up. The EXE will not allow you to mess it up; it always works (notice the absolute lack of questions/complaints/etc .. despite high volume). Consequentially, no one has this problem anymore due to the EZ Installers.
2. Some people use Linux or something non-Windows or are smart enough to do it themselves. 7-Zip encourages the honor system. The people that are too computer illiterate to unzip maps or sounds into the right place are probably not going to have 7-Zip, so the ones that would screw up unzipping a file will at worst down the 7-Zip and then be confused and then download the EXE.
Few remember this -- because when things work perfectly everyone forgets the problems -- but it used to be a major annoyance to help people use custom maps.
Now everyone has custom maps and no one asks any questions about where they go. = Perfect world. :d

WINRAR opens those file I believe. But so far the zips Baker creates are correct and do go in the proper places. You just have to make sure your quake is in C or you point it to the correct quake location.

Sure Unix can open rar files. I have an unrar on my system which is often used due to retarded windows users RARing files.
Google for Unrar 3.60 and Alexander Roshal. It's a command line program like unzip, dzip, lha, 7z, tar etc.
Unix can pretty much open anything. Even ACE files. (not that I ummm... ah well.)
Bzip2 has a much better compression ratio than Gzip, that's why you find many .tar.bz2 files nowadays. Who needs 7z.
I think by EXE they mean self-extracting Zip archives (totally misleading extension of course.)
