i think he did it because he reviewed the original bush missile defense plans, and had devised a better one, instead of 10 stationary radar units in the Czech Rep and 10 missile intercepting units in Poland, there will be hundreds of mobile radar units all over the area and in space as well, taking radar capability straight to the battlefield, and existing missile delivery systems as opposed to the bush plans untested delivery systems, that may fail, and cant handle as many targets at once as obamas plan. The Czech republic and Poland saw an opportunity to be on closer terms with the US, and they are somewhat disappointed, but Russia is still PiSseD that this is gonna go down... but thats aiight wit me

btw : Iran ordered the Russian made s300 anti aircraft missile system from Russia and are expecting soon... Israel may strike them before they get it up and running... the Israeli Mossad intercepted a missing cargo vessel at sea not too long ago having been suspected to carry missiles pertaining to this order..

Disconnected thoughts:
An actual war seems like an unlikely thing to ever occur in Europe so wasn't the true target of the missile shield or whatever either a bargaining chip for the US to use in negotiations over [who knows] or to annoy Iran or other troublesome countries with emerging weapons programs?
I could be all wrong ... I haven't paid attention to this.

There's an argument to be made on whether the missile shields actually work. At one time, they were as worthless and extravagant as the star wars program. Not sure how far the tech has come though.Comment
