I don't know if that would work. You would have several small tourneys within the league, because there would not be a central mod played by all.

I admire that the Quakeworld community makes an active effort to funnel new players into their community.
About 6-8 months ago, they started running "Kenya" (aka custom maps) tournaments running a variety of weekly tournaments on a specific pre-announced custom map.
They did this for 2 reasons: new players love custom maps and experienced players dominate old school maps.
The Quakeworld community actively tries to figure out ways to involve AND keep new players.
Next time one of you Clan Arena "gee I only play DM3 and will cry if it isn't DM3" guys wonder why Quakeworld has far more players, please read posts by the Quakeworld community like Sassa's or visit Quakeworld.nu to learn why they succeed.
Their community plays more than 1 map.
(In truth, the bulk of the Quakeworld players are in Europe and in the USA most of the Quakeworld server activity is Team Fortress, but the European Quakeworld community really has their act together).Quakeone.com - Being exactly one-half good and one-half evil has advantages. When a portal opens to the antimatter universe, my opposite is just me with a goatee.
So while you guys all have to fight your anti-matter counterparts, me and my evil twin will be drinking a beer laughing at you guys ...

honestly nope!
KTK 1on1 kenya tourneyt each other thursday
FTK FFA kenya tourney each other thursday
DSK 2on2 kenya tourney each Sunday
There you have a huge variation of maps that are FRESH.
I recently added vdm3v3 to the NNQL (2on2 league) maplist
that map has been out for only 4-5 months.
You guys should really start small, with perhaps 2on2 tourneys each sunday @ 20:00 at 2-3 specific servers.
read how I have done it with KTK and make the same structure, with signups from monday -> saturday and on Sunday the admins make the schedule with groups and an intensive schedule with servers and all info already attached.

your rules are just to rigid, tough and unforgiving sassa. most of us do not have the time, work and have generally busy lifestyles. kicking one admin after one week? i doubt you'd have any admin that way (not to sound insulting). he/she could maybe not be able to do their duties due to the fact that real life calls, it is not nice to dismiss them because of that (if that is in fact, the reason).
by the way, where are u from? USA and other countries have diff. mentalities, so that could account for the more enthusiastic incentive.

i believe its the way it handles ping, i played it the other day with about 150 ping (on some european servers) which felt like 80 on netquake. plus it felt more responsive and fluid.
after spending 3 hours configuring it, i was very dissapointed i couldnt play rq on itneither could i connect to any ca server. i was getting on shmack but on a diff port, i didnt realize that until later, as i was wondering why it was empty all the time.
rook get ur ass and program those features into qrack, and i'll be first in line to praise u and give u flowers
