Welcome to Rygel�s world.
His pack includes a flame.mdl without the flames (only torch).
His pack was meant to be used with dpmod. dpmod has sprite flames.
That is why you see no flames.
--> Delete the model and you are all good.

You should ask Mindz, he knows a lot more to complain about Rygel�s pack...

But I do not want to talk bad about Rygel�s pack.
It is amazing. He collected all things he liked and packed it into one file.
His pack made "history" so to speak.
It was downloaded and used a trillion times.
I had personal contact to Rygel (he is German too).
He made similar packs for many other games as well.

Unfortunately Rygel�s pack is very outdated now.
I highly recommend to spent some time in this forum and make your own collection with updated content.
Or use Smith�s pack if you are too lazy to do so.
