There is not a command for such a situation. Though, you can edit the game using QuakeC to do this. But, it might seem kinda silly that monsters come back to life after being killed. Simply because Quake is linear. Monsters at the beginning will not be re-encountered on most of the maps. This gamestyle would encourage players to just avoid monsters and run for the exit.
One of the newer mods, A Roman Wilderness of Pain, supports just that if you find its special hell difficulty. You'd have to find it on the start map, and then changelevel to the level you wanted. Keep in mind that monsters respawn a bit randomly.

Use noclip command to fly through the walls of the ARWOP start map until you find the Hell difficulty. Turn no clip off and go thru teleporter.
I think I recall seeing the Hell difficulty level teleporter in ARWOP when I was searching everything in the map for whatever the "secret" was or maybe it was a monster. I get infinitely bugged by start maps with a monster or secret when I press TAB and absolutely MUST find it.
But I failed.
