I think you want your world lights a little bit darker.
As far as I remember, inkub0 started with Romis rtlights as the base and then reduced and deleted the lights to match it his likings.
You can do tis too. DarkPlaces has a builtin rtlights editor. That is what inkub0 also did.
Or, if you do not want to spend too much time and want a quick result, may I suggest to reduce your "RT World Lightmaps" value in your in-game options (customize lighting). This will also reduce the overall light in your Quake.
Maybe this will satisfy your needs until you reworked the hipnotic rtlights. Its maybe worth a try.
And remember,
you should make your console background transparent, when you play with rtlights or during adjusting your world in-game options. This will give you a free sight into your map:

Good luck,

PS: Splitterface, inkub0s modified rtlights are not "improved" compared to Romis. They are modified. They are not "better" or "worse". They are changed. It is always a personal taste.
If you want it darker, use inkub0s or FC Zvyozdochkas. If you want it brighter+colored, use Romis.
It is a logical result, that the less lights you have in a map, the less calculation load for the engine.
rtlights are rtlights. It is just a personal preference.
I like Romis more, because I want to see Quake. We all have our likings and have to pay a price
I am sure, sometime in the future we will have one more rtlights set to choose from. And it will also be praised as "reworked/improved/enhanced". But it will be just another personal liking thing...
And that is good, because we all are individuals, right ?
