I think FOQ-A means FTEQW, which in it's present state can't connect to NetQuake servers. FTEQW is an interesting client that can connect to QuakeWorld, Quake 2 and Quake 3 servers and, according to the docs, NetQuake -- but that doesn't actually work. And I've heard that the Quake 2/Quake 3 connecting isn't very stable either.
The word is there will be a new release of FTEQW very soon, maybe they will have this fixed.
That being said, from what I've heard it doesn't do NQ very well, at least from someone who tried that maybe with an unreleased version.

What build # are you using? I know it is experimental, but I'm just curious and would like to see how well it works, although a lot of FTE is a work in progress.
