Maybe strip it down to basics. I'm not at home at the moment so I can't double check this for you, but assuming you have one pc which is acting as a server and a client, perhaps start your server with something like:
Code:glpro.exe -dedicated 8
) start your normal client and type the following in console
Code:connect <YourInternalIPNo>
Do you connect? do you get any "Connection Accepted" messages?
If you are still not connecting try temporarily disabling your firewall (assuming you have one on the same PC) and repeat the process above before turning your firewall back on. If you connect it suggests that you may need to modify your firewall to allow quake to use whatever ports it needs which in the absence of some sort or -portrange option can be a significant number .

one note, use wqpro.exe for a dedicated server. GLpro wont run as a dedicated server, unless Baker fixed that.
