I do believe NASA will push for atleast one prototype proof of concept engines to be built,considering they are touting that "It's full scalable" , OKAY BRO, scale it and please , do it now.

Also I think if they succeed in building a scaled down cheap proof of concept engine, they will proceed to building two full scaled engines. NASA loves redundancy, so they always build two of everything IIRC.
