I really like the full bright texture support! (i tested with the old SQL player-model and they don't render full bright, which is good -> no cheating!)
Full bright texture support is something that glquake (and all its derivatives) should have had from the start..
399x appears to be more stable then 399z, so good job on those "too-boring-to-mention-bugfixes"!
The fog is nice to have but i feel that it needs more work (as i'm sure you would agree). Entities render full bright against the fogginess which is a bit of a cheat when fog is used online IMO.
The crosshair stuff works fine but maybe the range of values for the crosshaircolor should be limited to 16 colors (same values as the pants/shirt color values) for ease of use.. (but i guess you plan to make some sort menu for it
