GTX 200 series cards are nice and you really can't go wrong with them. Those cards will play any game easily. I also think your next upgrade should be the monitor, not the cpu.
I think Phenom's original intent was to buy a part at a time keeping costs down. Yes it's time to upgrade. Get a list of what you want to upgrade to, save your cash and get what you need.
