It's a .pak file? Sounds like you need to stick it in its own folder and use -game.

its a pak file that consists of a handful of maps in bsp format

lies lies lies; there's a map folder with the map in it, a progs folder with the cog wheel(s) model and a sound folder with various sounds. out it in your quoth folder and start directq with -game quoth. :/

So, directq when run with the -game quoth parameters and pak in there, does nothing except lock up the client.
