Damned if you do, and damned if you don't.
That being said,I propose 1 server (of a server/administrator who is willing, mind you.) clean its kimp ban list (but, obviously, keep it on hand).
Obviously, a greener pasture COULD exist for kimp, its just whether or not he can hang with the community and behave at the same time.Just enough rope? Probably not.

See. This is where Kimp is making the community his little puppet. Does Valve give a flying fuck if you apologize after being caught botting on the Valve servers? LOL No.
Does the Police officer unlock an inmate's door once he's apologized and has tears falling and has snot running down his cheeks? Nah.
Kimp has broken every rule under the mother loving sun and now hes basically begging to be let back on the servers.
You have to stand for something or fall for anything. Don't turn bitch on your stand to rid the servers of Kimpness.
I kinda foresee Kimp worming his way back however and fucking up once again with people bitching "Why the @&$% did Kimp get unbanned AGAIN!?" but hey don't listen to me. Listen to Kimp apparently.
My 2 cents....
Oh well. He shouldn't have fucked up in the first place.
I have to agree with Phenom, I know most of this happened before I ever joined the Quake community, but I've heard about kimp for yrs now, I don't understand if he keeps doing the same thing over and over again, why would you keep giving him a chance to do the same thing. He's had so many, if he really wanted everyone to see that he's trying to change then he wouldn't, be still hacking and cheating. I'm sorry call me old fashion for my age, but if he really wanted to change it would've happened along time ago.

Having thought about this a little more, it's clear to me that whatever happens (and bearing in mind the fact that this thread exists doesn't mean anything at all is necessarily going to happen) it must be in the interests of, and for the good of, the community as a whole, and not individuals.
So lets spin the two hypothetical scenarios.
In scenario A, Kimp is let back. What happens? We get more endless rounds of tiresome crap on the forums, and next to no-one is going to want to play with him or join a server he's running. There will always be a nagging doubt about whether or not things are going to flare up again. Not a healthy atmosphere.
In scenario B, the current ruling stands. The occasional thread like this pops up, but otherwise things continue much as they are, with the occasional crest and dip, but otherwise the current upward trend in everything continues. Kimp might even go away and run his own servers or find other people to play with outside of the community, so everybody ends up happy.
Any policing system, to be effective, must be able to make it's own judgements. To gain respect it must be honest and open about mistakes it makes, but tough in cases where it clearly makes the right call.
So my vote is now a definite "no".IT LIVES! http://directq.blogspot.com/

If he even has any, which his letter states he does, however, it's difficult to give him 100% credit, there have been cheats, years and years ago when quake was just being released in 95-96, that people developed.
It wouldn't surprise me if some of these old hacks, survived and it'd not be improbable if he had some of these old hacks, now as to say, if he modded them himself... i can't say this, nor does the letter of apology (or rather statement of his actions followed by, a promise) indicate that he has modded anything other then possibly a client.
As for the client modding, both Qrack and i believe Darkplaces as well has built in timers for quad/pent, etc... not sure how to disable the timer in DP, as for Qrack, i think its an option in the options but i haven't used Qrack in sometime.
But, back to the topic at hand. I'm coming from a fairly neutral point.
I have experiened the "thousand same questions, that already where answered." which are usually really dumb questions. However, it has slowed down some these days, its not every game these days that your spammed with these weird questions.
As for his botting, i may of experinced him bot in Rocket Arena on shmack 26001 port, maybe, about 5yrs ago or something like that, think it was around 2005-2006.
An i think it was him, but i can't be certain as i'm usually drunk as a skunk, even though i'm a panther, ^^ but anyho, ... yeah, i recall someone i played back around that time, raped me 0 15 like three games in a row... and admitted to using a bot.
I being arrogant, figured i could beat the machine's machine... but i couldn't i still think i may of just been too drunk.
Hard to say... as for unbanning kimp.
I'd say, go ahead. If the silly questions resume, or people notice unusual, stuff... its not that hard to "Reapply" the bans, as someone else mentioned.
I've my own social issues, in real life, where in group meetings where booze is invovled, i usually offend, or piss off people, with my behaviour, and negative attitude, i'm slowly realizing negativity is not appreciated in group gatherings,as they are meant to be like a vacation without the big bill.... heh.
But, yeah my social status aside, and back to Kimp.
As to, if he's been genuinely honest i am not certain, if that letter is from him, again, who knows what he actually has, or doesn't have even though the letter says stuff, that he has i again, can't picture him being a coder but then again, who knows.
Don't need to be good at typing, to be a coder, all you need is math, and a good understanding of program structures, and/or a theory/idea of how things work and how to piece them together and whatnot.
Hum, again. I don't remember much of Kimp other then the "stupid questions" he used to ask.
Aside from that, *shrugs*.
~Cheers.

There is a considerable amount of discussion about Kimp on QuakeOne. We have talked about Kimp for a long while. And we had been asked to consider whether Kimp's apology letter is genuine. Now, not only do we need to consider whether Kimp's apology letter is genuine, but we need to STOP and take the opportunity to do something important.
As you're probably already aware, my best hypothesis is that Kimp suffers from Asperger's Syndrome--pronounced AS-per-jerz. Merriam-Webster Unabridged defines Asperger's Syndrome as a developmental disorder characterized by impaired social and occupational skills, by normal language and cognitive development, and by restricted, repetitive, and stereotyped patterns of behavior, interests, and activities often with above average performance in a narrow field against a general background of deficient functioning.
So, every time you see him, hear him, or think about him, consider him as someone who isn't ever likely to be able fully to understand the meanings of your communication and the way his behaviours affects other people. This means ignoring and avoiding him will cause you to enjoy yourself more and feel less frustration. Yet, if you should happen to interact with him, simply and firmly set clear, consistent, and unwavering limits on behaviour.
You really shouldn't expect him to improve until he receives more effective, qualified, mental health treatment. As soon as you finish reading the following, the more easily you'll understand Kimp's problem.
What is Asperger syndrome?
Asperger syndrome (AS) is a developmental disorder that is characterized by:
- limited interests or an unusual preoccupation with a particular subject to the exclusion of other activities
- repetitive routines or rituals
- peculiarities in speech and language, such as speaking in an overly formal manner or in a monotone, or taking figures of speech literally
- socially and emotionally inappropriate behavior and the inability to interact successfully with peers
- problems with non-verbal communication, including the restricted use of gestures, limited or inappropriate facial expressions, or a peculiar, stiff gaze
- clumsy and uncoordinated motor movements
What are some common signs or symptoms?
The most distinguishing symptom of AS is a childs obsessive interest in a single object or topic to the exclusion of any other. Some children with AS have become experts on vacuum cleaners, makes and models of cars, even objects as odd as deep fat fryers. Children with AS want to know everything about their topic of interest and their conversations with others will be about little else. Their expertise, high level of vocabulary, and formal speech patterns make them seem like little professors.
Children with AS will gather enormous amounts of factual information about their favorite subject and will talk incessantly about it, but the conversation may seem like a random collection of facts or statistics, with no point or conclusion.
Their speech may be marked by a lack of rhythm, an odd inflection, or a monotone pitch. Children with AS often lack the ability to modulate the volume of their voice to match their surroundings. For example, they will have to be reminded to talk softly every time they enter a library or a movie theatre.
Unlike the severe withdrawal from the rest of the world that is characteristic of autism, children with AS are isolated because of their poor social skills and narrow interests. In fact, they may approach other people, but make normal conversation impossible by inappropriate or eccentric behavior, or by wanting only to talk about their singular interest.
Children with AS usually have a history of developmental delays in motor skills such as pedaling a bike, catching a ball, or climbing outdoor play equipment. They are often awkward and poorly coordinated with a walk that can appear either stilted or bouncy.
Many children with AS are highly active in early childhood, and then develop anxiety or depression in young adulthood. Other conditions that often co-exist with AS are ADHD, tic disorders (such as Tourette syndrome), depression, anxiety disorders, and OCD.
Do children with AS get better? What happens when they become adults?
With effective treatment, children with AS can learn to cope with their disabilities, but they may still find social situations and personal relationships challenging. Many adults with AS are able to work successfully in mainstream jobs, although they may continue to need encouragement and moral support to maintain an independent life.
Asperger Syndrome Fact Sheet: National Institute of Neurological Disorders and Stroke (NINDS)
I don't know what else I can really say. We're a pretty smart group here. Isn't it time to put this to rest once and for all?
